Literature review worklog V: conclusions as problems

In last week's blog post I sketched some temporary conclusions but then I got bored myself (a normal side-effect of doing literature review I suppose). Those seem to be the problems of current practice that everybody talked about now and then. It is perhaps useful to summary all our problems, which was what our literature was partially about. But it doesn't offer much of value-added in my opinion. If I were a reader of the review, my first reaction would be "yes, we got these issues to deal with, but then what?"

So I started to wonder, is it possible to review not only the problems but also the solutions, if any? What are the top three major problems of the biosecurity economic business? How people have been dealing with these issues?? If there are not many satisfactory solutions, can we propose any?

Luckily my boss wasn't scared by this series of question marks. He assures me "to come up with more questions is also part of the review game." So here I am, with gear switched bit, but driving towards a more tricky direction.
