Content vs Form?

"Risk Assessment is just as important as a kind of social grease as it is an instrument of technical analysis. It may provide a focus for people who disagree to define what it is that they agree about and where they differ substantively and ethically. The process illuminates the thinking of people who advocate different solutions (p61, Burgman 2005)"

Sounds familiar, uh? It reminds me of DMCE a lot. Apparently DMCE has been used to run risk assessment by social scientists. In that sense it is a matter of content (risk assessement) vs form (DMCE).
