Bike subsidy vs car subsidy

Dutch universities have bike subsidy. I found out lately high level managers in CSIRO are given car subsidy (free gas as well). It is true that Australian is a larger country and people have to travel a lot further to the next business meetings. Also the public transportation system is less developed here, at least in Canberra. But I wonder whether it is time to come up with a more environment-friendly subsidy.

Update: Canada also started a "ditch your car and get bike and cash" program.
