Social learning provides the foundation...

for conceptual learning and technical learning in linking scientific knowledge to actions (Lauber et al. 2011).

Technical learning involves efforts to develop new policies to accomplish existing objectives, but does not include changing the objective. Conceptual learning leads to the development of new objectives and new ways to define a problem. Social learning focuses on relationships and the quality of dialogue among stakeholders.
